The Qing state several times felt that it had lost control of the religious population, recalled all certificates, and registered the whole clergy anew. Such a decision was taken by the young Qianlong emperor at the very beginning of his reign, possibly to give the impression that he was capable of exerting a very firm control over all quarters of society.
